Anwar demands royal commission to probe Kugan's death


SUBANG JAYA: Opposition leader Datuk Seri Anwar Ibrahim has called for the formation of an independent Royal Commission to deal with cases like A. Kugan’s.

After visiting the 22-year-old’s family in Bandar Kinrara, Puchong, Anwar told newsmen the numerous allegations of police brutality and other abuses must be independently investigated.

“The commission must be a stand alone commission without interference by any political party. The investigation of such cases must be carried out by officers without affiliation or connection to the affected agency.

Frequently, the higher officers handling investigations are from the same agency. The level of transparency is less,” he said.

Kugan, who was remanded to assist investigations into several robberies and luxury car thefts, died at the Taipan police station in USJ, Subang Jaya, on Jan 20.

The first post-mortem revealed that he died from fluid in the lungs, but Kugan’s family claim police brutality while he was in custody. The family entered the Serdang Hospital mortuary the night he died and took photographs of his body, which showed severe bruising.

Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim, Kapar MP S. Manikavasagam, MP Subang R. Sivarasa, MP Kota Raja Dr Siti Maria Mahmud, and Pas vice-president Husam Musa visited Kugan’s family with Anwar for about 45 minutes yesterday afternoon.

Kugan’s uncle Ravi Roy said the family has yet to receive the full report of the second post-mortem, but they believe it will reveal the truth.

He said the family does not blame the entire police force for Kugan’s suffering, only those responsible for his death. But he was disappointed the officers under investigation were temporarily moved to desk duties at Bukit Aman.

“It’s unfair. A regular person would be remanded pending investigation, but those involved in my nephew’s killing have only been demoted to desk jobs. The culprits should be treated the same way others are,” he said.

Kugan’s burial is expected to be held tomorrow at 3pm at the Puchong Batu 14 Hindu burial ground.

On Jan 21, Kugan’s body was taken to the burial ground after the funeral rites, but was redirected to the University Malaya Medical Centre after a request for a second post-mortem. This took place on Sunday, and the detailed report is expected to be ready in about a week.
