SUPER EXPRESS 24 HOURS LAND TRANSFER
The Kampung Perepat Green Scheme “ Revolusi Hijau” was initiated to resettle the landless and poor in Kapar and to enable them to become small-time farmers. After tedious process of selection since 1975 , Klang Land Committee (JKT) shortlised 974 applicants in 1980.
However, in 1996 Klang Land Office issued super express 24 hours approval to 11-acres TOL land in Kampung Perepat to a Datuk and associates with a recommendation letter from Sementa BN State Assemblyman. Even, with current high tech system they couldn’t do it. The transfer includes a parcel of land owned by then BN Selangor Exco member.
As all aware TOL land cannot be sold or assigned, the said Datuk and his wife acquired Lots 9221 and 9220 from the original participants at a price of RM30,000 each several years ago. The purchase was nevertheless approved by the Land Office but he have built a big mansion and holiday banglows on Lots 9221 and 9220 long before the state Exco approved the applications on 13.11.2002. He then hatched plan to acquire the contiguous lots in the names of his relatives and business associates using fake address. An inspection of the site also reveal that Datuk has built a row of eight single-storey houses on Lot 9266 which was alienated on 13.11.2002 to another sister of his. He has also partly filled the DID drain adjacent to Lots 9252 and 9253 and thereby extended the area of Lots 9252 and 9253 and narrowed the width of the DID drain. Furthermore, he has built a fence surrounding the lots and constructed a gate across the access road. The Land Office staff have obviously turned a blind eye and condoned all these illegal acts.
After series of complaining and press reporting in 2005 then Selangor Menteri Besar Dato’ Seri Dr Mohd Khir Toyo intervene which saws State Secretary says it’s an Oversight. How could our learned land administrators make such a big mistake when the applicant forms clears shows occupations of applicant and his wife as lawyer?
State Exco meeting chaired by Dato’ Seri Dr Mohd Khir Toyo decided to return the land to pioneers of Kampung Perepat on May 25,2005 and revoke Datuk’s land ownership. After, three years the pioneers yet to get them back and no revoke have been done up to date.
Today Y.B. S. Manikavasagam, Kapar Member of Parliament accompanied by affected family members and supporters of Parti Keadilan Rakyat made a fresh police report to enable another round of investigation to commence. He also called upon current Menteri Besar Selangor YAB Tan Sri Dato’ Khalid Ibrahim to intervene immediately.
Also present is YB Dr Abd Rani, ADUN Meru , Parti Keadilan Kapar Division chairman Tuan Haji Bakir and Hindraf coordinators. YB S. Manikavasagam says he is determined to return the land to pioneer participants at any cost.
