SHAH ALAM – The Selangor government is committed to strengthening the effectiveness of the role of the State Assembly as a Legislative Body that is sovereign and of equal standing with other Commonwealth nations.
This effort will kick off on 11 August, with a seminar, “Selangor Legislative Assembly Service Commission Enactment 2009, SELESA,” that will be the focus of law experts and State Assemblymen.
To be held at Concorde Hotel, Shah Alam, from 9am to 1.30pm, the seminar will study and discuss the draft Selangor Legislative Assembly Service Commission Enactment 2009, which aims to clearly distinguish the function and role of the executive and legislative branches of government in the state.
Among the new measures contained in the draft enactment is the placing of the management of staff and finances of the State Assembly under Selangor Legislative Assembly Service Commission that is independent of the executive; a clearer demarcation of the State Assembly grounds; and the jurisdiction of the said Commission.
Members of the state’s executive council have been briefed on the draft enactment, which also encompasses the composition of the Commission. It will be chaired by the Speaker of the State Assembly, and comprises of the Menteri Besar, Opposition Leader and five or six State Assemblymen.
The seminar, which is expected to be attended by all State Assemblymen, has the participation of law experts who will present concept papers and facilitate discussion sessions. They are:
1) Prof Emeritus Datuk Dr Shad Saleem Faruqi, Mara Technology University
2) Y.Bhg Mr Tommy Thomas, Advocate & Solicitor
3) Y.Bhg Tuan Hj Salleh bin Abu Bakar, Former Secretary of the Senate
4) Prof Dr Aziz Bari, International Islamic University Malaysia
The Menteri Besar of Selangor, Tan Sri Abdul Khalid Ibrahim will officiate the programme at 9am, before the presentation of concept papers commences.
