Re : HRP to Nazri : Don’t just preach but practice 1 Malaysian PSD scholarships

We refer to the above matter and to the New Straits Times headlines today (1/6/11) titled “86 extra bursaries? Cabinet to decide today if achievers can study abroad and quoting your goodself.
Why should 86 top most (especially Indian poor) SPM students be subjected to UMNO mercy.
The UMNO led Malay-sian government says 1,500 students are being granted PSD scholarships to study overseas with a 55% malay muslim and 45% non malay ratio (NST Headlines 1/6/11).
But our recent records reveal the following:-
1. 11,390 (Malay muslim only) students are studying in Egypt (under full government scholarships) (see The Star 29/1/2011 (including Medicine, Dentistry etc (UM 5/2/2011 at page 6).
2. 1,500 all malay muslim full Mara scholarship holders are studying in Egypt (see BH 9/2/11 at page 7).
3. 6,831 malay muslim Mara sponsored students are studying overseas including in critical courses like medicine, engineering, biotechnology sanctuary science, Accounts management, Administration and architecture (see NST 20/4/2010 at page 20)
4. And thousands more non PSD malay muslim students on Yayasan, Sime Darby, Petronas, TNB, TMB etc scholarships in Europe, USA, Canada, Ukraine, Russia, India etc.
5. Mara spends RM 670 million for the year 2011 on malay muslim only students. (UM 29/12/2010 at page 2)
6. RM 150 million at RM 500,000.00 per student for 300 (almost all malay muslim) Perdana scholarships for overseas studies (NST 23/6/10 at page 18).
7. 1,100 (mostly malay/bumiputera/muslim)students get PSD Sabah, Sabah Foundation and Matriculation College of Sabah (the Sun 12/4/11 at page 3).
8. 2,100 (malay muslim only full government scholarships students are studying (mostly technological studies) in Japan.
9. RM 1.44 billion has been allocated for 4,000 JPA scholarships for 2011. Out of this 1,500 is for overseas (RM 1.08 Billion) and 2,500 for local studies RM 0.36 Billion) for students scoring 9As’ and above (UM 25/5/2011 at page 5).
Article 8 of the Federal Constitution 8(1) provides that all persons are equal before the law and entitled to the equal protection of the law and Article 8(2) provides that there shall be no discrimination against citizens on the ground only of religion, race, descent of place of birth.
Article 12 of the Federal Constitution – rights in respect of education. Article 12(1) read, "Without prejudice to the generality of Article 8, there shall be no discrimination against any citizen on the grounds only of religion, race and descent of place of birth." in the admission to any higher education institution that is government funded.
We urge the Government of Malay-sia to abide by the aforesaid entrenched Constitutional provisions so as not to victimize especially the Indian poor students.
Kindly do not only preach but also put into practice Prime Minister Najib Razak’s 1 Malaysia in PSD scholarships. To at least give some semblance of justice and fairness kindly grant PAD scholarships to all Malaysian students having scored 5As’ and above to at least be reflective of Prime Minister Najib Razak’s 1 Malay-sia. Our country can surely afford the same from the RM 212 Billion 2011 National Budget.
